I am directed to inform you that a communication has been
received from the Secretary of State for the Colonies enclosing a
(1) copy of your letter of 3rd June, 1948, with which you forwarded the
petition of your client CHUANG Chu Feng in the matter of his son CHONG Tong Nie. I am to inform you that the Secretary of State has (2) considered your client's petition and also his letter of 31st May
addressed to the Prime Minister, but that the prerogative of mercy
has been delegated to the Governor by His Majesty the King, and
this is accordingly not a matter in which the Secretary of State
would intervence.
